The area of separation between Scraptoft and Thurnby Bushby has been deleted without any technical consideration of evidence. The Green Wedge that has replaced the Area of Separation covers a different area. There has been no justification for the change. There is also no technical justification or evidence provided to support the exclusion of land from what was the Area of Separation south of Covert Lane, land that has now been excluded from the new Green Wedge designation.

The Area of Separation between Scraptoft and Thurnby Bushby has been deleted. The deletion of this area was not assessed within the Area of Separation Review, April 2017. Whilst it is acknowledged that the Area of Separation boundary should be changed to reflect new development permitted within that area, there has been no justification given for the deletion of the designated area in its entirety.

Paragraph 4.11.3 refers to the Area of Separation defined within the Adopted Scraptoft Neighbourhood Plan, highlighting that this has been replaced by a Green Wedge designation. The Green Wedge does not cover the same area and excludes fields to the south of Covert Lane that have been protected by the Area of Separation throughout the life of the Adopted Local Plan. New fields north of Thurnby Brook have been added into the Green Wedge designation, which reduce the function of the Area of Separation.

No technical evidence or assessment has been provided to support this change, which is not compliant with the NPPF or the Adopted Scraptoft Neighbourhood Plan.
