The wording of this section should be amended deleting the the words'where possible' so that it reads :

maintaining, and improving, the vitality and viability of the service centres in the District, so reducing the need to travel, while preserving, and enhancing, the predominantly rural character of the District;

This change is important to ensure HDC implements effective policies to benefit Lutterworth and retail centres away from Market Harborough. Otherwise this wording could be used to avoid implementing measures which would assist the improvement of smaller retail centres, particularly Lutterworth and Broughton Astley.
