There will definitely be a significant increase in traffic and it is hard to see how the Scraptoft one way system can be improved or Keyham Lane, also this would be dependant on Leicester City.

1200 new houses is definitely going to have a major impact in traffic on the surrounding areas which are already heavily congested at peak times. Anyone leaving the development heading towards Oadby or Evington will have to pass through the the Scraptoft one way system. it is hard to see how this can be improved due to the narrow roads with nowhere to widen. The mini roundabout by the church is already not fit for purpose and at peak times traffic backs up down station Road from the traffic lights by Coles. Thurnby and Bushby would also be significantly affected by increased traffic.I dromp my daughter in Thurnby at 7.40am, it regularly takes me 10 minutes to turn right out of Grange Lane on my return journey. I believe that the main route into the city is planned to be along Keyham Lane and would involve its widening, possibly making it a dual carriage way. This has only just been widened with speed humps so its by no means a fast route it is also still quite narrow in places with parked cars. Also there are 2 schools on this road and is somewhere I avoid at peak times. Any improvements here would be dependant on Leicester City as this is outside Harborough.
