Thurnby Leicester and Oadby Green Wedge under DS04.
The purpose of the policy is set out in the explanatory text to DS04 and particularly 4.43 and 4.44.
The objection is not made to the wording of the policy but to the delineation of the designation as shown on the proposal map. It is requested that the boundary be amended to exclude the site (land off Wintersdale Road) identified on the submission local plan.
The site is considered not to be significant to the purpose of the designation, and it is enclosed to the north by residential properties and is almost entirely enclosed on its eastern and southern boundaries by extensive peripheral planting, it gives no significant sense of openness, nor does it contribute significantly to separation, nor does it contribute to strategic or local views.
The removal of the area as prosed is not considered to significantly undermine the purpose of the policy and will enable development on a small portion of this site to meet identified housing needs.
The trees around the edge of the wider site as it abuts the A47 will be retained to preserve the visual separation of the site.
In the light of the government’s drive for additional housing land in sustainable locations it is considered that the site can deliver much needed housing – whilst the client seeking a revision to the boundary of this designation- he has prepared an illustrative site plan showing one way in which the site could be developed for supported living accommodation to address the increasing needs of elderly people and approx. 6 family homes.

Re: Land off Wintersdale Road - The site is currently used as rough grazing for horses, there is currently no public access. The objection does not seek a change to the policy wording – but to the delineation of the designation in the policies mapping.
The change to the designation boundary would enable positive benefits in relation to ensure public access to the wider site in accordance with the aims of DM05 as set out in para 8.15 of the draft plan.
It is considered the part of the site proposed to be removed from the designation does not contribute significantly to the aims of the policy and as such the removal would not undermine the purpose of the policy and the benefits derive in relation to the remainder of the site could be secured as and when an application is submitted.
In the light of the government’s drive for additional housing land in sustainable locations it is considered that the site can deliver much needed housing – whilst the client seeking a revision to the boundary of this designation- he has prepared an illustrative site plan showing one way in which the site could be developed for supported living accommodation to address the increasing needs of elderly people and approx. 6 family homes.
