The size threshold referred to is not justified and does not stem from national planning policy. In the absence of a specific justification, it will act as a barrier to housing delivery, not being positively prepared or seeking to boost the supply of housing. Other design and density policy will successfully cover the objective of ensuring development is appropriate in scale and form to the context.
It is unclear where this additional constraint has come from. The number of dwellings and total GIA elements of this policy stem from national planning policy - however, with regards to the additional 0.5ha size limit is unclear how this has been arrived at or how/why it is justified.
In the absence of suitable evidence to support this additional requirement, this is deemed a barrier to the delivery of housing that is not in accord with the thrust of the Framework.
Density should always be a matter for Development Management and the local context - this requirement places an undue and unjustified additional burden on small developers and could act as a barrier to contextually housing on sensitive sites i.e. in Conservation Areas, adjacent to Listed Buildings or in village edge locations.
This element should not in included in this proposed policy accordingly.
