Thank you for providing us with the opportunity to comment on the Harborough Local Plan ("HLP") 2020 - 2041. Marrons submit these representations on behalf of Clarendon Land and Development II Limited, which is promoting Land off Fleckney Road, Kibworth for residential development. A Site Location Plan is provided at Appendix 1.

Our comments in respect of the HLP on behalf of Clarendon Land and Development II Limited focus solely upon Policy DM05: Green and Blue Infrastructure and Open Space. Amongst other things, this policy seeks to resist the loss of land used for public open space and recreation on the policies map. The emerging policies map for the HLP identifies half of the Land off Fleckney Road, Kibworth as an open space, sport and recreation facility.

This is plainly incorrect as the Site is private pastureland with no public access. The HLP therefore seeks to protect a use of the Site which does not exist, and this has likely been shown on the policies map in error. We note that the Site does not have such a designation in the current adopted policies map pursuant to the 2019 Local Plan. Nothing has occurred on site in the intervening period that would now merit such a designation in the emerging HLP.

Therefore, we respectfully that the policies map is updated to show that the Site is not, either in whole or in part, a protected open space, sports or recreation facility.
