Without appropriate acknowledgement of the NGET assets present within the site (BA1), the policy should not be considered effective as it cannot be delivered as proposed; unencumbered by the constraints posed by the presence of NGET infrastructure. We propose modifications to the referenced site allocation BA1 as set out in 'Change to plan'.
Re: New Infrastructure - The Council should be cognisant of the need to increase the capability of the electricity transmission system between the North and the Midlands, and between the Midlands and the South. It is also needed to facilitate the connection of proposed new offshore wind, and subsea connections between England and Scotland, and between the UK and other countries across the North Sea.
Policy SA01 Site Allocation Schedule: BA1 (Land off Frolesworth Road) criterion 2 should be amended to read as follows:
2. A high-voltage power line, with accompanying pylons cutting diagonally across the site from north to south, requires an appropriate buffer and development offset. A strategy for responding to the NGET Overhead Cable Route present within the site which demonstrates how the NGET Design Guide and Principles have been applied at the masterplanning stage and how the impact of the assets has been reduced through good design.

Addendum comment: At the time this response was prepared, the team who respond to Development Plan consultations were not aware of the reconductoring works which are proposed and therefore it is not mentioned in the letter. Despite this, they reviewed the interactions between your draft Local Plan and NGETs existing assets and the only interaction identified is the residential site allocation at Primethorpe which is the affected by the EAST CLAYDON - ENDERBY - PATFORD BRIDGE OHL route.
The reconductoring works comprise replacement of existing conductors and associated fittings, possibly strengthening of pylon steelwork and potential limited tower replacement if the requirement is identified by proposed condition surveys. Any replacement pylons would be in similar locations to existing pylons and of similar heights and appearance to the pylons that they would replace. The section of overhead lines where this work is required is the existing ZA (Cottam to Sundon) line from the new proposed WMEL-B substation, near Wartnaby, Melton Mowbray, down to the existing Grendon substation in Northampton. This line transcends the administrative boundary of Harborough District Council (on a north to south basis), as shown on the figure provided as part of NGET’s representation (see attached).
No site allocations in the Draft Local Plan are in close proximity to this overhead line route and therefore no impacts are expected.
