The Plan is so fundamentally flawed it cannot be rectified by Modifications.

Harborough DC as well as all the Authorities in the housing market area, have to be challenged on why they have not considered Strategic Alternatives and why
they continue to rely on an outdated Strategic Growth Plan that is no longer relevant, due to the non-delivery of the previously stated essential A46 Expressway.
