The SPD is intended to inform developers, landowners, infrastructure providers and local communities about the approach Harborough District Council takes to secure community infrastructure and affordable housing through planning obligations.

We note however that the reference to National Highways as one of the infrastructure providers that will be consulted on planning applications has been removed with only Leicestershire CC being referenced in relation to Highways and Transportation. Given
the M1 routes through the district with the A5 forming a boundary, and with our statutory role in the planning process, we consider that National Highways should be included as a key infrastructure provider.

As before, we also note that developer contributions will still be sought for the provision and funding of additional or renewed infrastructure, which includes highways and transportation, to create additional capacity in order to satisfy the demands arising from developments and to make them acceptable. We welcome this and the opportunity to be engaged at an early stage in site specific discussions.
