Provision for Open Space Sport and Recreation 2009 Proposed changes in the Provision for Open Space, Sport and Recreation:
Developer Guidance document 2015
Introduction To set clear objectives for the Provision for Open Space, Sport and Recreation: Developer Guidance document. Minor changes to reflect current National Planning Policy Framework, and consultation for Open Spaces Strategy concerning typologies of open space, needs assessment for open space and the quantitative and qualitative assessment of open space.
Methodology of Assessment To detail the needs assessment undertaken as part of the Open Spaces Strategy consultation and to detail the provision standards of open space in Harborough District
Quantity Quantity standard to reflect the settlement hierarchy in new Local Plan.
Quality To update quality vision and current quality standards of open space
Accessibility To consider the current accessibility thresholds for open space typologies and whether these ned to be updated
Value and site specific priorities To identify specific requirements for open spaces, and itemise these requirements so they can be addressed as a priority.

Determine need for Open Space for each development Following the steps below
Estimate the number of residents in the development Reassessment to determine how the population in new development should be determined
Determine Open Space within the accessibility threshold for each typology Some changes proposed to reflect updated accessibility thresholds
Determine Existing population in accessibility threshold for each typology No changes proposed
Compare the existing provision with the required provision Some changes to reflect the settlement hierarchy in the new Local Plan, and the revised minimum provision standards
Assess the requirement for new open space Only changes proposed to reflect the revised minimum provision standards
Calculate size of new open space Only changes proposed to reflect the revised minimum provision standards
Determine whether contributions should be made towards improving quality of existing open space
Where should open space be provided Changes to reflect the quality standards of existing open space, and itemise where quality is poor and additional contributions are required within the accessibility thresholds for the development. To determine through consultation whether open space provision should be on site or off site or a mix of both.
Calculation for off site contributions Changes to reflect the updated cost s for provision of open space using Spons Guide or Integrated Contract figures.
Calculation of Commuted sums for maintenance Changes to reflect the updated Spons Guide Costs or integrated contract figures.
Securing Open Space Contributions To reflect the use of S106 agreements and to determine the triggers that should be used for delivery of open space on site. To determine the length of time the Authority should seek to spend contributions
