Chapter 16 PART 2: Purpose and format of the Provision for Open Space, Sport and Recreation: Developer Guidance document

16.1 The 2009 Provision for Open Space, Sport and Recreation: Developer Guidance document (POSSR) document was adopted as planning guidance to inform developers and others about the requirements for contributions arising from new development.

(1) 16.2 When updated the new document will continue to give confidence to developers that they are only contributing to open space sport and recreation facilities where there is an identified need, and the calculations used will be based on an updated needs assessment.

16.3 The POSSR will be in conformity with the National Planning Policy Framework (NPPF) and other County wide policies such as the Leicestershire and Rutland Sports policy for determining the provision of indoor sports facilities.

16.4 Planning Guidance states that the method for calculating the provision of facilities from new development should follow the method outlined in the Sport England Needs Assessment.

16.5 The context for the POSSR with wider policy and plans is shown below in diagram 2:
