Chapter 5 Proposed Structure of the Open Spaces Strategy

5.1 Table 1 below provides an overview of the contents of the Open Spaces Strategy with Chapter 6 giving further detail concerning the proposed changes to the Strategy. The areas where a major potential change is proposed are highlighted in bold type. The proposals will be finalised after consultation.

5.2 Where new sections to the Strategy are proposed, these are also highlighted in bold and labelled s a new section.

5.3 The document structure used in Table 1 is that of the existing Open Spaces Strategy. Views are sought whether this structure is still relevant, or whether the order of the document should be amended to make it easier to use.

Methodology of assessment A review of the provision of open space including a refresh of the current needs assessment and provision standards is required. It is proposed this is undertaken by consultation with residents, internal and external consultees
Provision standards Refresh of the provision standards in line with the results of consultation concerning the needs assessment
Quantity Refresh of the quantity information in line with the results of the consultation above.
Quality Refresh of the quality information in line with the results of the consultation above.
Accessibility Refresh of the accessibility information in line with the results of the consultation above.
Planning Guidance and the Open Spaces Strategy Changes are required to reflect the emerging polices in the new Local Plan. A refresh of the Provision for Open Space Sport and Recreation: Developer Guidance document should be reflected in the updated Open Spaces Strategy
Achieving the vision
Leicestershire's Local Strategic Partnership Changes to reflect the ending of the Local Strategic Partnership and the changes to the Natural, Historic and Environment Board and Local Nature Partnership. Additional information to reflect how the Open Spaces Strategy supports the Corporate Priorities of HDC.
Locality approach Consultation to establish whether a locality approach is still relevant or whether an alternative approach to assessing differing area needs is required. Proposal to adopt a settlement based approach to compliment the settlement hierarchy of the Core Strategy/Local Plan
Local Development Framework Refreshing this section to reflect the proposed changes and emerging policies in the new Local Plan.
Existing Open Space Proposals Refresh of ideas concerning existing open space and the need for additional open space in line with consultation. Proposal to adopt a settlement based approach to compliment the settlement hierarchy of the Core Strategy/Local Plan
Developer Contributions This section to be amended in line with the refreshed approach of the document Provision for Open Space Sport and Recreation 2009
The Way Forward – Strategy Implementation
Resourcing Open Space Reassessment of the priorities for Open Space and the opportunities for investment from Council capital programme and external funding sources
Sale of Council Land Consideration given to the opportunities presented through the Asset Management Plan, surplus Council land and the priorities of the Council
S106 Agreements This section to be amended in line with the refreshed approach of the document Provision for Open Space Sport and Recreation 2009
Business Funding and Sponsorship Seeking opportunities with business to improve and enhance open space in line with the community’s requirements
Partnership Arrangements To refresh this section and build on existing partnership arrangements to use and manage open space with community input
External Funding Opportunities Refresh to recognise the new opportunities to achieve external funding in partnership with community groups
Pricing Review Consideration given to current pricing policy for facilities in open spaces.
Resourcing Refresh of this section to take account of the financial pressure faced by Contracted Services and how any emerging gaps in provision can be filled by working in different ways or partnering third parties to deliver open space functions
Monitoring and Review Consideration of when the Strategy should be reviewed and the monitoring arrangements that need to be put in place
Polices and Proposals New proposal to have a number of key aims for the Strategy and to demonstrate how each typology of open space supports these aims with polices and proposals for each typology of open space
General Policies Refreshing the existing general policies for open space and consideration of new policies that need to be adopted to reflect current needs and priorities
Parks and Public Gardens Refreshing the existing policies for Parks and Public Gardens and consideration of new policies that need to be adopted to reflect current needs and priorities
Formal Outdoor Recreation Refreshing the existing policies for Formal Outdoor Recreation and consideration of new policies that need to be adopted to reflect current needs and priorities
Provision for Children and Young People Refreshing the existing policies for Provision for Children and Young People and consideration of new policies that need to be adopted to reflect current needs and priorities
Natural and Semi Natural Green Space Refreshing the existing policies for Natural and Semi Natural Green Space and consideration of new policies that need to be adopted to reflect current needs and priorities
