New Local Plan Options - Sustainability Appraisal Interim Report

Sections 1-19, Appendix A, Appendix B

Representation ID: 2765

Received: 29/10/2015

Respondent: Historic England

Representation Summary:

We are very concerned that our comments have not been taken forward as we considered the assessment process as set out to be flawed. We are particularly concerned that a small proximity gauge of 50m distance from heritage asset was used under BH1 as a measure of impact. We do not support the use of such means to identify impacts as distance is not a measure of harm. There is also a concern that the assessment omits non-designated heritage assets such as archeology.

New Local Plan Options - Sustainability Appraisal Interim Report

Appendix D

Representation ID: 2769

Received: 29/10/2015

Respondent: Historic England

Representation Summary:

We are extremely concerned that BH2 is depicted as 'character' in all of the assessments, whereas on the methodology (table 14.1 of the main document), BH2 relates to the setting of heritage assets. We are even more concerned that for all entries, 'No Data' is inputted. This is a significant flaw of the SA. In order to deliver a sound and legally compliant plan, there is a need to properly assess site allocations in relation to their impact on the significance of heritage assets, including impact on setting as part of the plan-making process.
