Objective 1 should be strengthened to specifically state that local housing needs will be met in full.
Objective 2 should add a drive to attain more employment self-containment.
The prioritisation of brownfield land is contrary to NPPF paras 17 and 111, which only encourage, and not prioritise it. This statement should be deleted.
Objective 6 should recognise the presumption in favour of development.

The SHMA setting the OAN is now a year old, and new employment growth statistics have been released showing increasing economic growth potential of many areas as the County recovers from recession. The SHMA should be revised during the preparation of the Local Plan to ensure the OAN is up to date.

There has to be a realistic prospect that development will come forward on SDA sites within the early years of the Plan in order to maintain a 5yr housing land supply, and in order to meet the needs of the community. Many sites will require significant lead in times and up front infrastructure investment.

It is unlikley that a 'green wedge' policy will meet the tests of the Framework. Policies must be criteria based and any designation of local green space must follow this approach and should not cover extensive tracts of land and be in close proximity to the community that they serve. Option G2 is preferred should the Council continue with a green wedge policy.
