LEL welcomes the inclusion of Draft Objectives for the New Local Plan, and makes the following comment. Draft Objective 12 makes reference to 'reducing pollution and waste', however it is felt this objective would be better expanded and separated from the other elements of this objective which relate to climate change.

The strategy in Option 3 (Urban Focus) fails to have regard to the evidence of available and suitable land around the towns. Option 3 also plans for housing in the order of 4,600 dwellings over the plan period at Market Harborough, and as with Option 2, the ability to deliver this scale of housing growth in one housing market prior to 2031 is questioned. In addition, it is questioned whether there are sufficient suitable sites available given the evidence within the 2014 SHLAA.

In summary, Scraptoft/Thurnby SDA is not the most appropriate strategy for the District given the villages respective size, location, characteristics and ability to accommodate growth. Delivery of the SDA is questioned in relation to highway capacity within the City. Furthermore, the SDA is considered likely to adversely impact on the regeneration and development objectives of the City, as well as fail to assist in achieving the economic and growth objectives for Harborough District.
