Lutterworth is the second largest historic town in the District serving the west side of the District and the M1 corridor. It is extremely well placed to accommodate new housing, employment, and community infrastructure. The attractiveness and vibrancy of the town, as a place to live and work must be sustained and maintained.

We support the recognition that these villages should be allowed some limited new development but would suggest that they do not be encompassed within general countryside policies. This is potentially misleading and confusing and would suggest that this policy context be removed and the settlement be simply and specifically contained within the Other Settlements category.

Compass Point, Northampton Rd, Market Harborough is primarily a B1 Office location. In view of the stated oversupply of office space and the redevelopment of part of the allocation for new homes, the balance of the allocation should be reviewed and a further phase of land released for new homes. The intention would be to retain some further employment land here but to balance this with another phase of housing, as shown edged blue on the attached plan)

The Glebe Land at Swinford (LGS/SWIN/1) should not be included as a Local Green Space. The land does not contribute physically or visually to the setting of this part of the village and would be better used for new homes.

Representation Summary:

The locational site selection for further retail requirements should await, and then reflect, the outcome of the decision on scale and location of new homes and jobs.

Notwithstanding this, the changing nature of retail markets suggests caution. It is imperative that existing town centres are given a framework where they can continue to prosper and perform as social , cultural and economic hubs. The retention/provision of car parking and accommodating retail requirements close to/within town centres is key to maintaining vitality.
