Q1. Do you have any comments on the Draft Vision?

Representation ID: 1129

Received: 20/10/2015

Respondent: Barratt Homes/David Wilson Homes

Representation Summary:

Welcome the role of 'rural centres' in accommodating new residential development. However, wonder whether the provision of new housing should be given greater emphasis in the Draft Vision thereby reflecting, more fully, the NPPF and its emphasis on 'boosting significantly the supply'. Recommend the first two lines in paragraph 6 are amended as follows : '...A significant amount of new housing will have been provided reflecting strategic requirements and local needs and, in terms of type, size and tenure, greater equality of access to suitable accommodation will have been promoted. Older people...'

Representation Summary:

The first Draft Objective ('Housing') should be stregthened by acknowledging the need to meet strategic housing requirements in accordance with the NPPF. Option 1: Rural

Representation ID: 1133

Received: 20/10/2015

Respondent: Barratt Homes/David Wilson Homes

Representation Summary:

Provision of 208 dwellings in Kibworth is welcomed but is too low and does not fully reflect its position in the settlement hierarchy ie largest Rural Centre (The Kibworths). The combined settlement enjoys a good range of facilities and services and is a very sustainable location. As such a higher level of housing provision is warranted over the Plan period.

Option 2: Core Strategy Distribution

Representation ID: 1134

Received: 20/10/2015

Respondent: Barratt Homes/David Wilson Homes

Representation Summary:

The proposed level of provision for Kibworth (56 dwellings) is inappropriate and does not recognise the position of this particular Rural Centre (The Kibworths) in the settlement hierarchy. it is the largest Rural Centre with a good range of facilities and services. A substantially higher level of housing provision is warranted over the Plan period accordingly.

Option 3: Urban

Representation ID: 1135

Received: 20/10/2015

Respondent: Barratt Homes/David Wilson Homes

Representation Summary:

Insufficient provision is being made in the rural part of the District under this particular Option. The proposed %ge split towards the latter (20%) is considered too low and does not reflect the role of Rural Centres in the settlement hierarchy. At least 40% should be directed towards 'rural settlements'.

No provision is made within Kibworth under this Option which is considered unsound given the size of the settlement (the Kibworths), its role within the rural hierarchy and the level of facilities and services therein.

Option 5: Kibworth SDA

Representation ID: 1137

Received: 20/10/2015

Respondent: Barratt Homes/David Wilson Homes

Representation Summary:

The proposed scale of development in Kibworth (1200 dwellings) is welcomed although concern is expressed over their location and delivery, in the form of 2 potential SDAs. Smaller scale development on the edge of The Kibworth (ie schemes of approximately 100 dwellings) appears to be ruled out under this particular Option which could be more sustainable and deliverable.
