Representation Summary:

We consider that the importance / role of the minerals industry should be given greater prominence throughout the Local Plan. Both the Husbands Bosworth and Shawell sites should be considered greatly significant, as they are two of only five active sand and gravel quarries sites within the County. Therefore, there is a reliance on Harborough to produce a significant proportion of the sand and gravel required over the period of the Leicestershire MWLP to 2031.
We support objective 2 (Employment)and objective 3 (Location of Development).

Representation Summary:

Of the nine strategic options, we consider that focusing development in urban areas would potentially neglect opportunities for employment uses on previously developed land in rural areas, such as the Shawell plant site. Utilising the existing access and established employment uses of the area (Monier Tile Works are adjacent to the Shawell plant site) the site provides a great opportunity for redevelopment which retains employment in a sustainable location.
We consider the retention of existing employment land in rural areas to be significant in contributing to employment land availability. The spatial strategy for employment options should reflect the contribution made by employment sites dispersed throughout the District.

Representation Summary:

We agree with the assertions within the Local Plan Options that there is an undersupply of non-rail served strategic distribution / B8 sites within the District. We also strongly support the 'open for business' approach of the Plan but would like to highlight a potential contradiction between the approach of the Plan and all of the options put forward for strategic distribution.
Whilst the Shawell site is unlikely to be suitable for large scale distribution (compared with options adjoining Magna Park), we maintain support for the inclusion of this site for employment purposes in future draft Plans, as it assists in providing a range and choice of employment sites.
To address the under-supply, a potentially more appropriate Option would be the promotion of a more dispersed spatial strategy for B8 uses and recognise that oppotunities for B8 development are not limited to those areas adjoining Magna Park.

Representation Summary:

We believe it is important at District-level to identify mineral safeguarding areas to ensure that mineral resources are not unnecessarily sterilised by non-minerals development. We consider that minerals safeguarding areas should be included within future drafts of the Local Plan for parcels of land which have been allocated for sand and gravel working within the latest draft of the Leicestershire MWLP.
