Miller Homes are of the view that Option A - option 1: Rural is the most appropriate housing distribution strategy put forward. Both the NPPF and NPPG place a great emphasis on the role that rural housing growth can play to the rural economy. Such an approach would deliver further affordable housing in rural areas and sustain rural services. Miller Homes have control of a site in Great Glen.

Representation Summary:

Option Sets B and C propose a greater distribution of housing towards Strategic Development Areas. This raises a number of concerns relating to the delivery of housing within the plan period. Strategic Development Areas are often associated with infrastructure delivery issues which lead to a delay in the delivery of housing. Such a delay will have a detrimental impact on the 5 year housing land supply which is required by national planning policy and guidance.

Miller Homes agrees with the draft vision to deliver new development in the most sustainable locations.by directing growth to the most sustainable settlements defined in the settlement hierarchy, the Local Plan accords with the statutory requirement of contributing towards the achievement of sustainable development (Section 39(2) of the Planning and Compulsory Purchase Act 2004).
Miller Homes has land interests at Glebe Farm, Broughton Astley (SHLAA reference A/BA/MXD/05) and supports further growth within the settlement, which is identified as a Key Centre in the settlement hierarchy.

The draft objective to locate new development in sustainable locations that respect environmental capacity is supported, however it is not accepted that in relation to Broughton Astley, the proposed distribution options reflect this draft objective.

Representation Summary:

Miller Homes cannot support any of the options due to their approach to restricting development at Broughton Astley. The Local Plan should consider additional growth in Broughton Astley and consult on these options to ensure it is considering reasonable alternatives. Additional growth is considered by Miller Homes to be appropriate, given the settlement's status as a Key Centre. It is suggested that the Local Plan provides for additional growth, and it would fall to the Neighbourhood Plan to be reviewed and allocate additional housing sites.
The fact that planned improvements to services and facilities have not yet been delivered in BA, should not prevent additional housing development being considered in the medium to long term of the plan period, or mixed used development in the short-term.
