Representation Summary:

No 14 Neighbourhood Planning should be higher up the list of objectives. As the last in the list, it appears to be an afterthought when under the Localism Act it should be the bedrock on which the Local Plan is built.
Should the objective include something about the Neighbourhood Plans providing local policies which are used to help determine planning applications?

Representation Summary:

The Rural Centres of both Great Glen and The Kibworths are still coping with the significant size of development from the Last Local Plan in GG/2 and KB/1. The Core Strategy included a paragraph in Policy 17 that gave some protection to further largescale development outside the limits of development, and no further policies for further development should be included until the Neighbourhood Plans for both settlements have been adopted. The sustainability of The Kibworths is already compromised with the primary school full , two GP surgeries near or at capacity, and highways infrastructure, especially access to A6..

Many of these settlements are dying because there are no new families and none or minimal facilities. There should be a policy to permit small developments of starter homes or smaller properties, e.g. bungalows, for older people. In addition, these developments need to incorporate financial support for community facilities e.g. small convenience store.

This will provide a better guide for the levels of housing and employment that the community agrees together with the key infrastructure and community facilities, e.g. new schools, new healthcare and improved access onto A6, that are essential to sustain any agreed levels of housing.

Until that time, largescale housing growth for the Kibworths and Great Glen outside the limits of development should be limited, and any developments around Kibworth must take account of the lack of capacity at the primary school or GP surgeries.

Kibworth Harcourt has almost doubled in size without facilities such as a food store or meeting place. Access onto the A6 is very poor at peak periods. Air quality is getting worse due to traffic.
