Representation Summary:

Reference to the wealth of heritage assets within the Borough within section 2 'A Brief portrait of Harborough' should be included. This will set the scene in relation to meeting the NPPF requirements for local plans to set out a positive strategy for the conservation and enjoyment if its heritage (Paragraph 126).

Reference in the vision should be amended to state 'the historic environment.' Reference to 'built heritage' is limiting as not all heritage assets are 'built' - for example archaeology and historic landscapes. It would be helpful to make reference to heritage at risk being tackled here.

While we welcome a dedicated objective (7), this makes reference to 'built' heritage. This should be amended to reflect all of the historic environment attributes in the district and to accord with NPPF terminology.
We respectfully suggest the following wording:

Protect and enhance the character and significance of the District's historic settlements recognising the important contribution that heritage assets make to the distinctiveness of the District's towns, villages, and countryside and the need to secure a high quality public realm

A policy here should include provision for the protection of heritage assets, including the significance of the airfield itself as a non-designated heritage asset as well as assets adjacent to the site, including the deserted medieval village scheduled monument and the listed assets here) to the south east of the runway. Growth of this site will need to be carefully balanced in this respect.

You may also wish to consider a specific green wedge policy to support option 2. Green infrastructure in its widest sense should also be protected in the plan - this can include heritage assets (such as non-designated parkland, cemeteries etc) and as such it is important that this is recognised.
