Highways England welcomes the opportunity to comment on the Harborough draft Open Spaces Strategy (2016 to 2021) which is the subject of public consultation. It notes that the consultation is split into two parts; 1) Draft Open Spaces Strategy and 2) Draft Provision for Open Space, Sport and Recreation with the former document being produced to provide stakeholders (including Highways England) with an opportunity to comment on the proposed vision, aims and objectives of the Strategy and the latter setting out the Council's proposals for provision of open space when there is new development in the District.

It is the role of Highways England to maintain and safeguard the efficient operation of the strategic road network and to act as a delivery partner to national economic growth. Highways England notes that the document indicates that open spaces provide an opportunity for walking and cycling and reducing the reliance on the private vehicle. It is also noted that the strategy aims for open spaces to be linked to public transport networks and safe walking and cycling networks and to be located in close proximity to residential areas and existing transport links. This is welcomed by Highways England as means of reducing the need to travel by private vehicle.

Highways England has no further comments to provide and trusts that the above are useful in the progression of the Harborough Open Spaces Strategy.
