Billesdon Parish Council finds that the proposed approach to planning obligations is reasonable and, as a result, does not have specific comments in the detail in the consultation document. However, the Parish Council is concerned that there is not sufficient reference to those communities that have formally adopted a Neighbourhood Development Plan, as we have in Billesdon. The document should state that Neighbourhood Development Plans will set the approach to planning obligations and the District Council's guidance will apply where the Neighbourhood Development Plan does not have sufficient detail or is silent on the matter. For example, the Plan for Billesdon sets the requirement for affordable housing so this should be met. However, it does not state the mix of housing to be provided so the DC's guidance should be used when agreeing the mix.
